Municipal Law

Witherspoon Kelley represents a variety of municipal entities, including cities, counties, special purpose districts (e.g. Sewer and Water, Health, Public Facilities) and interlocal boards and commissions. Our experienced and knowledgeable attorneys practice in every field of municipal law, ranging from transactional work to contested hearings. We have incorporated and formed municipalities and continue to advise clients in their daily affairs and transactions. Our representation ensures that the rights and interests of any governmental body, person or business are fully protected under municipal law.

A key function of our Municipal Group is counseling the law firm’s clients to manage and operate proactively. Efforts are directed at properly organizing and functioning within legislative enactments and administrative regulations.   • Serve as General Counsel to Spokane Public Facilities District

  • Incorporated the Cities of Liberty Lake and Spokane Valley

  • Sit on the Martin Hall Juvenile Facility Board

  • Provide advice and transactional work to manage inter-county juvenile facility including maintenance, operations, and capital development

  • Provide counsel to the Executive Director and Board of Directors, which includes transactional and litigation work in the scope of the District’s municipal authority
